Reverend Robert Charles, has served the community of Tulare for the past twenty years. Recalling his meeting with Doctor Martin Luther King Jr. in his earlier days, Pastor Charles still shares those words in which he was taught by Doctor King. Willard Epps was recognized for his dedication to the youth of Tulare. As he was honored as the Tulare Man of The Year December 7, 2006. Willard not only is a member of the Tulare Fire Department where he is the highest ranking African American in Tulare history, he is also a strong member of the Living Christ Church, where Elder Donahue Green is the Pastor, Willard is a member of numerious committees to include the Tulare Elementary School Board
Councilwoman Nettie Washington
Mrs. Washington, the first African American to serve a complete term on the Tulare
City Council was elected in 1992. Mrs. Washington has served the city as Vice Mayor
Of Tulare and currently remains the only African American (male or female) to serve
On the City Council. Prior to serving on the Council, Mrs. Washington was the
Director of the Adult School.
Carlton Jones, onetime Tulare Fireman took office as the lone african American on the council after Nettie retirement in 2004
